“La atención primaria de salud es la asistencia sanitaria fundamental basada en prácticas científicamente válidas y métodos y tecnología socialmente aceptables que se hacen universalmente accesibles para individuos y familias en la comunidad a través de su plena participación… Ella constituye una parte integral tanto del sistema de salud del país, del cual es la función central y el núcleo principal, como del desarrollo social y económico general de la comunidad”.
