Enfoques basados en los derechos humanos para la salud en América Latina

FRAGMENTO

Una característica distintiva y clave de América Latina es el discurso explícito sobre el derecho a la salud. Muchos países han llevado este compromiso a la práctica incorporando principios y estándares de los derechos humanos en sus respectivas constituciones y legislaciones, junto con políticas y programas de salud, destinados a tratar la salud como un bien de la ciudadanía en lugar de una mercancía, y promover una trayectoria equitativa hacia la cobertura universal de salud. Los enfoques basados en los derechos humanos (EBDH) se caracterizan por centrar su atención en los determinantes sociales subyacentes de la salud, con énfasis en los principios de rendición de cuentas, participación significativa, transparencia, igualdad y no discriminación. Considerar a los gobiernos como portadores de obligaciones hacia los derechos y a los usuarios del sistema de salud como titulares de derechos ha sido fundamental para exigir que los gobiernos rindan cuentas sobre el logro de la cobertura universal de salud de manera equitativa en América Latina, una región marcada por profunda inequidad social, que se refleja en desigualdades en salud.
