ABSTRACT

This article presents the conceptual framework and objectives of the proposals outlined in this special issue of Salud Pública de México, dedicated to pandemic preparedness and response. It is based on the Propuestas para apoyar la preparación y respuesta de México ante una emergencia sanitaria por pandemia and highlights the importance of strengthening governance, financing, and cooperation in public health. The guiding principles and key dimensions for developing a preparedness plan are emphasized, with a focus on an intersectoral and evidence-based approach. Additionally, a matrix of pandemic scenarios is introduced as a tool to guide response policies. The series of articles in this special issue covers fundamental aspects such as public health, epidemiological surveillance, medical care, incentives, financing, and legal frameworks.
