ABSTRACT

The governance and stewardship of the Mexican health system must be strengthened in the face of future health emergencies through comprehensive strategies, seeking coordination between different sectors and stakeholders. To this end, an intersectoral and intergovernmental coordination structure is essential, including collegial bodies that advise the General Health Council. Likewise, it is necessary to develop a legally supported and periodically updated National Preparedness and Response Plan, with standardized operating procedures and recurring evaluations and drills, to incorporate improvements in planning pandemic preparedness and response. Strengthening legal, technical, and financial capacities is essential for adequate pandemic preparedness. Furthermore, Mexico’s continued participation in international exercises and the development of international and regional cooperation networks are key elements. Additionally, the importance of generating an effective and transparent risk communication strategy, based on evidence and public perception, is highlighted to promote public trust and behavioral change during health emergencies. This document proposes strategies and actions with an approach that seeks to ensure a robust, coordinated, and evidence-based response, integrating multiple institutional and social actors into a coordinated, flexible, and accountable framework.
