ABSTRACT

Medical care is an essential component of preparedness for and response to a public health emergency such as a pandemic. This paper presents a proposal that includes twelve strategies, each with associated actions and milestones, that need to be implemented to prepare for and respond to the demand for health services at the three levels of care under crisis conditions, with appropriate preparation to respond to an acute respiratory viral disease pandemic. The recommended strategies are intended to be applicable to the entire health sector at the national level in Mexico and include the strengthening of human resource capacity, infrastructure, equipment and supplies, health care processes and information system, and the design of intra- and inter-institutional coordination mechanisms.
