ABSTRACT
The article presents proposals from the National Institute of Public Health (INSP) to address health emergencies in Mexico, focusing on protecting the incomes of the most vulnerable sectors through behavioral and economic incentives. It aims to overcome cognitive and financial barriers that hinder compliance with public health measures. Key strategies include the use of behavioral sciences, effective communication, educational campaigns, and the creation of a risk atlas. Economic incentives are proposed for healthcare workers and community promoters, along with infrastructure improvements to prevent contagion and facilitate vaccination in marginalized areas. The document also outlines financial and non-financial protection schemes for medical personnel, including insurance, bonuses, accommodation, transportation, and childcare. For vulnerable populations, it suggests cash transfers and safe spaces for voluntary isolation. Finally, it recommends offering non-monetary incentives to private providers to enhance patient care and referral during health emergencies.REFERENCES
