ABSTRACT

After proposing our criterion that drug capable of modifying on a relevant form the human behavior, must be considered it as a hard drug, we point out that in the western culture the drug is only just for the illegal substances and to the risk communitarian conscious. This term is related practically in an exclusive form to the addictive potentiality of the psychoactive substances and to a few harmful effects (such as transit and labor activities accidents) over those people who made themselves drug dependence.
This reductionist point of view that we must have into consideration during the assistance and educative actions are expressive actions of a catastrophic undervalued aspect in the epidemiological areas so relevant such as: 1- The problematic behaviors under the influence of these substances on individuals no drug dependent; 2- The great daily suffering of those persons that live together that play the role of “passive consumers” (only recognized in the environment of the smokers and limited to corporal effects); 3- The physical and mental injuries foreign to the aggressions and determined experiences of posttraumatic stress related to rape, home violence, incest and child abuse.
