ABSTRACT

The proven consequences of smoking to health and its pandemic in Cuba reveal the need of a public policy to modify the context as to provide better protection to health, to the population. Tobacco is more than a health problem. Its ethical, moral connotation needs to be covered by a legal framework and public hygiene going beyond the health sector in order to be part of the state and the government. The Constitution of the Republic clearly and precisely defines the health priority in its Law 41 of Public Health. Therefore preventing and controlling smoking is under the right of any Cuban of preserving it.
The focal points of the policy are to be: price increase and marketing regulations, smoking bans in public places, prohibiting directly and indirectly tobacco-related promotion and sponsoring, economic discouraging of the tobacco production looking for alternatives in so far as to replacing it. This is to be done based on an inter-sectoral approach that includes all actors involved.
There is no need to ratify the WHO Framework Convention on Tobacco Control in order to implement a tobacco control policy in order to eliminate the existing social permissibility related to this issue that contributes to the underestimation of health adverse effects of tobacco being the existing responsible of main causes of Cuban morbidity and mortality.
