ABSTRACT

Introduction: Increase of chronic-degenerative diseases and high expenditures on care makes new models and strategies for health care necessary, so several methods have been developed, which aim at medical criteria unification, as well as at updating knowledge. Objective: To propose actions that promote the development of evidence-based clinical practice guidelines in the national health system, which will contribute to the quality of care improvement in the health institutions of the system. Methods: To organize the components of the alternatives theoretical and empirical methods were used, such as the survey, conducted on scientific societies Presidents, heads of national groups of diverse specialties, and experts. Documentary review, brainstorming, causal analysis, and the strength matrixes (SWOT) were applied, by which permitted to elaborate two strategic objectives and an action plan for proposing solutions based on what is stated under the Guidelines of the Party's and the Revolution's Economic and Social Policy and the Revolution. Results: it was possible to determine the main problems that hinder the development of evidence-based clinical practice guidelines in the national health system, such as the fact that the topic does not have an integral policy or the necessary hierarchy; insufficient access and use of the services associated to the communication and information technologies; the absence of a program governing the development of the guidelines, and the adoption of a coherent human capital management system to develop the topic. The proposal of actions was made to solve this problem and it is recommended to make an action plan starting from them. Conclusions: Key processes of evidence-based clinical practice guidelines were identified and described, which allowed us to verify the main problems related to the organizational factors. A proposal of feasible actions was presented to be implemented in the short and medium term.
