Alliances and conflicts between stakeholders in a military hospital: application of the Mactor method

ABSTRACT

Introduction: A hospital is successful, among other factors, when there is convergence between the goals of the various stakeholders involved. Hence the usefulness of studying the possible alliances and conflicts between stakeholders in a military hospital. Objective: Generally determine the alliances and conflicts between stakeholders in military hospitals. Methods: Determination of those alliances and conflicts was based on the MACTOR method for analysis of the actor's game, which makes it possible to establish relationships between actors according to their goals, determining possible future conflicts and alliances, based on criteria by ten experts from Ecuador, Cuba, Peru, Chile and Spain. Results: Application of the MACTOR method led to identification of the government and society as the most important stakeholders in military hospitals, as well as the goals in which the stakeholders analyzed most often converge: those related to shareholders / owners, the government and employees, in that order. To achieve these goals, the groups most often converging, and therefore the ones with the greatest capacity to establish alliances in the future are external: suppliers, the government and the community, society and the general public. Conclusions: Conclusions point to the need to visualize the possibilities of cooperation between the stakeholders identified in relation to the strategic objectives of a military hospital.
