Assessment of the sub-program of community cares for the elderly in Pinar del Río municipality

ABSTRACT

Introduction: the assessment of the impact of health care programs is an interdisciplinary field with a high level of cost, specialization and complexity.
Objective: to evaluate the sub-program of community care for the Elderly AT Hermanos Cruz and Pedro Borrás Astorga university polyclinics in Pinar del Río municipality during 2014 and 2015.
Method: a research was carried out in the health systems and services in 100 doctors’ offices in the chosen polyclinics and the target group was comprised by the elderly distributed in 70 doctors’ offices belonging to Hermanos Cruz and 30 from Pedro Borrás Astorga polyclinics. The sample was chosen through a two-stage stratified sampling with proportional allocation to the number of doctors’ offices, where 20 of them were selected, among them 10 clinical records in each one (n=200). Observation and documentary review were conducted; questionnaires were applied to users of the subprogram.
Results: the tactical assessment of the components, structure, process and results, was evaluated as not satisfactory. The design and application of the assessment showed that there were difficulties in complying with the sub-program of the Elderly Health Care in the health areas studied.
Conclusions: it was possible to evaluate the subprogram of community care for the elderly in the selected polyclinics, evidencing the non-compliance in most of the evaluated indicators.
