Impact of smoking on the health budget of Cuba, 1997-2014

ABSTRACT

Objective: Describe the economic impact of smoking on the Cuban health budget from 1997 to 2014.
Methods: Theoretical: Historical-Logical for the intertemporal analysis of the variables studied in the time horizon from 1997 to 2014, Analysis and Synthesis for the study, understanding and projection of the obtained results and Dialectic-Materialist as a general method of science for the general understanding of the phenomenon studied. Empirical:Ordinary Minimum Squares in the intertemporal study of the variables studied. All the variables were analyzed through the use of Microsoft Excel 2013.
Results: Between 1997 and 2014, 896 more people died due to causes related to smoking as a risk factor. In the same period, the Cuban State was obliged to increase the health budget at a rate of 466.2 MMP per year.
Conclusions: The performance dynamics of Cuban health expenditure is strongly induced by the costs generated by cigarettes and cigars consumption to such a dimension that the additional costs of the health budget for each active smoker are much higher than the total value of the gross production created by each active smoker per capita.
