ABSTRACT

Owing to the fact that child abuse has become a world-wide public health problem, new strategies have been developed in order to prevent it. One of these has been the creation of a program, i.e., “Proper treatment of minors” based on the knowledge of and implementation of their rights, especially in terms of protection. This in turn requires observance and compliance as the basis for safety and affective link towards children. This paper refers to several considerations as main guidelines for the consolidation of stable and protective relations which must start from the time of birth through an interaction between the parents or other family members and the child. Therefore the pediatrician and other professionals involved in pediatric health care should be aware of the basic aspects of an apparently “healthy” child who non the less suffers some type of handicap, or a chronic illness, or who has been mistreated. The awareness of these problems will be a substantial basis for the implementation of preventive measures to reduce child abuse.

Key words: Affective link, proper treatment, child abuse, handicap.
