Diagnosis of pre investment phase in health, Holguin, 2019

ABSTRACT

Introduction: Cuban public health system has reached important achievements since the triumph of the Revolution, becoming a sector with a main role in the economy. Holguin is one of the most important poles within the National Health System with a considerable dynamism of investments. However, there are significant deficiencies affecting the quality of pre-investment phase, which hinders a greater effectiveness of the investing process.
Objectives: To diagnose the pre-investment phase of the health sector in Holguin.
Methods: A group composed by 9 experts was designated to identify the main deficiencies of the pre-investment phase and some tools were applied, such as the Kendall's coefficient of concordance, the current reality tree, field-forces analysis and the conflict cloud in order to analyze and diagnose the pre-investment phase of the health sector in Holguín.
Results: The poor quality of the pre-investment phase was identified as the main problem, as well as its most undesirable effect: low effectiveness of this phase and its relation with the effectiveness of the other phases of the investing process within the health sector in Holguin.
Conclusions: The defficient information management brings about distortions in the results obtained, as well as low levels of reliability of the resulting information in the pre-investment phase. A substantival change is primordial in order to achieve higher levels of quality in the pre-investment phase and a greater effectiveness within the investing process.
