Planning in Mexico in terms of security in the 2019-2024 six-year term

ABSTRACT
This article analyzes the implementation and compliance of strategic planning in terms of security in Mexico, focusing on the National Development Plan (PND) 2019-2024. The Political Constitution establishes the obligation of the State to promote equitable and sustainable development, emphasizing citizen participation and attention to social needs. The need for research arises from the challenges that the current government faces in security, especially after the 22.32% increase in the crime prevalence rate between 2011 and 2017. Based on the above, the objective of the research was: To analyze the correct implementation and compliance of strategic planning in Mexico, in terms of security, examining the National Development Plan 2019-2024; determine the degree of compliance in terms of security in relation to the perception of citizens in Mexico. Using a descriptive method and analyzing secondary sources, the objectives of the PND were compared with the results of government reports and surveys on security perception. The results show that the crime incidence rate decreased by 24.09% between 2018 and 2022.However, the perception of insecurity remains high: in 2023, 74.6% of the population feels insecure, slightly lower than the 79.4% in 2018. According to the results of the research, it is concluded that, although progress has been made in reducing crime incidence, the perception of insecurity among the population remains high. In the subsequent work, an evaluation of the long-term impact of these policies and their effectiveness in improving the security perceived by citizens in their daily lives is necessary, in addition to analyzing the new strategies of the government that will begin in 2024.
