Financing strategies for pandemic preparedness and response

ABSTRACT

This article examines financing strategies to enhance pandemic preparedness and response in Mexico, distinguishing between continuous funding for preparedness and extraordinary financial support mechanisms in the event of a public health emergency caused by a pandemic. It proposes reforming the regulatory framework to recognize pandemic risk in public finances and creating the Pandemic Risk Preparedness and Response Program (PPRRP) to ensure sustained investment. Additionally, it advocates for expanding the Budget Revenue Stabilization Fund (FEIP) to cover catastrophic expenditures, alongside risk-transfer mechanisms such as insurance and pandemic bonds. These strategies aim to secure timely, sufficient, and transparent resources, preventing disruptions in the financing of other key areas of the healthcare system. Integrating these elements will strengthen the country’s resilience against future pandemic health crises.
