Deportations to Mexico of people living with HIV: estimates and recommendations, 2025-2028

ABSTRACT

Objective. To estimate the impact of the removals of Mexicans living with human immunodeficiency virus (HIV) on the Mexican health system, based on migration policy changes announced by the new federal administration of the United States of America. Lower and upper limit scenarios are considered, based on removal rates from the past decade. Materials and methods. Removals were projected for 2025-2028. The expected removals were distributed according to demographic characteristics to be linked to the prevalence of HIV in Mexico. Subsequently, prevalence was adjusted according to the prevalence ratio observed between migrant and non-migrant populations. Results. In a lowerlimit scenario, Mexico would receive 4 561 people living with HIV; in the upper-limit scenario, up to 9 633. Adjusting for HIV prevalence in the migrant population, the figures would range between 8 940 and 18 881, increasing the total number of people living with HIV in Mexico by 1.2 to 5%. Conclusion. The lower-limit scenario is one that the Mexican health system has already faced; however, if the upper-limit scenario materializes, the demand for health services could increase significantly. It is recommended that administrative barriers to access to ART be eliminated and that healthcare personnel be trained to meet this demand.
