ABSTRACT
The present work, within the frame of the nourishing policies in Argentina; especificamente the Program Hungry Infantile in the province of Salta, had like objective to know and to characterize the answers that concretely occur in you practice them from different involved social actors. The used methodology was a study of cases with qualitative social investigation through a documentary analysis, direct observations and interviews nonstructured to key informants. The results reveal that the program is executed within a context that has total consistency with the neoliberal model. The State, like dominant agent, distributes the rules, establishing categories and behaviors between the involved social actors. Each social actor, interprets the participation based on the spaces that occupy, are granted or allowed to them. The dominant ones filter the representations of the subordinates and obtain the social control; in the district, some accept rules to avoid the hunger. The proposal of participation for the citi zens who suffer hunger is, in general, null at level of decision and evaluation, and ample at execution level.REFERENCES
