ABSTRACT

The effects of climate change and its global impact without distinction have led to states and worldwide agencies to unite their efforts and create strategies for fighting against their global impact.
Successes in confronting disaster situations are directly related to the political will of states and governments.
The aim of the paper is to show a new global agreement during 15 years in order to measuring, funding and implementing a more effective reduction of disaster risks reducing vulnerability and increasing resilience.
