ABSTRACT

Starting from the consolidation of renal transplantation in Argentina, there began to emerge many non-governmental organizations (NGOs) whose purpose was to promote the donation of organs and tissues. In March 1993 the Law 24,193 was passed, which established a new regulatory regime for the activity in the country. In Article 48 the new law urged to conform Honorary Advisors Councils. Thus, the formation of the Advisory Council for Patients INCUCAI, that works in a regulated form since 1998. Looking at the potential of incorporating the associative work of patients to the institutional agenda, the Board of INCUCAI, in August 2006, proposed the CAP to work together on a project aimed at strengthening and promoting organizational associative capabilities, management and making this space for the participation of patients visible. This paper seeks to describe the experience of joint institutional partner «Organizational Strengthening Project for Patient Advisory Board INCUCAI» and enhance the role of patient organizations. A descriptive analysis of the procedures implemented between August 2006 and June 2015 was performed; guaranteed monthly plenary meetings and regional meetings were promoted within the country. Ongoing training was systematized. Advisory Council promotional materials were produced, «the CAP Manual» and an electronic newsletter was published. The experience of project partner institutions allowed to promote, strengthen, consolidate and give continuity to a space run by and for the patients. The systematization of a training agenda provided the tools to develop a critical and proactive analysis. The most prominent factor in this experience, was the enactment of Law 26,928 which created the Comprehensive Protection System for transplant recipients. While it was possible to drive and escort INCUCAI with the support of the Argentina Society of Transplantation, the most praiseworthy of this venture is that those affected were the ones who manifest their historical claims and write it down in a proposal. The richness of joint institutional partner project, has a logic that goes beyond health vision, it values the associative management and establishes a space for participation. In short, it strengthen an area gestated, managed and developed by patients, it builds confidence, and strengthens the system that show through in an open way, donation and transplantation in Argentina.
