The role of pharmacy health surveillance in Costa Rica

ABSTRACT

Introduction: Health surveillance is an essential public health function in which different actors must participate. The current legislation for Costa Rica defines the work of some of these actors but not that of others, as in the case of pharmacy.
Objective: To describe aspects related to the actions of pharmacy specialists in the process of health surveillance in the Costa Rican context.
Methods: Qualitative research conducted from August to October 2014. Twenty two health areas were visited in urban areas and 5 in rural settings; key informants were voluntarily and confidentially interviewed, that is, 22 from pharmacies, 2 from medical centers, one from the nursing area, one from psychology service and one from social work are. All of them were members of local epidemiological surveillance commissions.
Results: The actions of the pharmacy specialists are primarily focused on specific traditional tasks performed in a pharmaceutical center, and related to drug management. Lower number of actions is carried out to extend them to the population setting, since this role is limited due to administrative difficulties and requirements.
Conclusions: Pharmacy specialists have potentialities and opportunities for health surveillance, which they partially carry out, but their role continues to be focused on medicines, without going farther into other settings within the primary health care. Other types of activities that might attain better wellbeing in several populations are also lacking.
