Mortality data before, during, and after the Covid-19 pandemic: Mexico 2000-2023

ABSTRACT

Objective. To evaluate the quality of death records in Mexico between 2000 and 2023, comparing the periods before, during, and after Covid-19, in order to identify areas for improvement in data quality. Materials and methods. A descriptive time-series study was conducted using mortality records from the National Institute of Statistics and Geography (Inegi) at the national and state levels. Data quality was assessed using the Information Quality Index (ICI) of the Ministry of Health. Three periods were analyzed: pre- Covid-19 (2000-2019), during Covid-19 (2020-2022), and post-Covid-19 (2023). Results. The national ICI remained between 95.1 and 101.4% throughout the period. The index increased from 96.6% in 2019 to 101.4% in 2020 and 2021 and decreased to 98.8% in 2022. The average ICI was 96.4% pre- Covid-19, 99.8% during Covid-19, and 98.3% post-Covid-19. The states with the highest coverage were Mexico City, Chihuahua, and Baja California; the lowest were Guerrero, Campeche, and the State of Mexico. Average state coverage was higher during Covid-19 (108.6%) than pre-Covid-19 (96.5%) and post-Covid-19 (95.9%). Conclusion. The quality of death records in Mexico remained above 95% between 2000 and 2023. The Covid-19 pandemic did not negatively affect the quality of information once excess mortality was adjusted. However, a subsequent decrease was observed, which requires monitoring and strengthening of health information systems.
